When we acquired Hampshire Tower Apartments in 2015, we knew it was more than just a property—it was a community that deserved care and attention. Since that time, we’ve worked tirelessly to enhance the quality of life for the 216 households that call it home.
What We’ve Accomplished at Hampshire Tower Apartments
Acquired Hampshire Tower Apartments in 2015 to ensure long-term affordability and quality living.
Partnered with Montgomery County to establish a Rental Agreement, capping rents at 60% AMI and limiting rent increases to CPI.
Implemented additional protections for long-term tenants, capping rents at 30% of their household income.
Reserved 30 units for very low-income residents, offering rents at no more than 30% of 40% AMI.
Launched a $6,000,000 rehabilitation project to modernize units, replace elevators, and renovate common areas.
Developed a rooftop solar project to reduce utility costs and prioritize energy sustainability.
Preserving Affordability for Residents
Our first priority at Hampshire Tower was to ensure that it remained an accessible, affordable option for families in Takoma Park. Through our partnership with Montgomery County, we put a Rental Agreement in place that capped rents at 60% of the Area Median Income (AMI). Rent increases are limited to the Consumer Price Index (CPI), guaranteeing that no family faces burdensome rent hikes.
We went a step further for long-term tenants, ensuring their rents remain capped at no more than 30% of their household income. On top of that, 30 units were reserved for very low-income households, with rent set at no more than 30% of 40% AMI. These measures reflect our commitment to making affordable housing stable and predictable, without compromising quality.
Investing $6 Million in Transformative Improvements
We believe affordability should never come at the cost of quality. That’s why ORLO partnered with Montgomery County on a $6 million rehabilitation project to transform Hampshire Tower Apartments into a vibrant, modern community.
This three-year phased project focuses on significant updates across the property. Inside individual units, we’re introducing modern renovations to enhance comfort and functionality. Aging elevators are being replaced to improve safety and reliability. Common areas are undergoing a complete redesign to create inviting, shared spaces for residents to enjoy, while new management offices are being built to improve on-site services.
These upgrades aren’t just about aesthetics—they’re about creating a safe, welcoming environment that residents can feel proud to call home.

At ORLO, we believe affordable housing should also support a sustainable future. That’s why we’re proud to introduce a rooftop solar project at Hampshire Tower Apartments. Currently in the permitting phase, this initiative will significantly reduce utility costs and reinforce long-term energy efficiency. It's a tangible step toward making green living part of the affordable housing conversation.
